Class Ratios: DOES NUMBER OF SPED STUDENTS DETERMINE A SPECIAL ED ENVIRONMENT?

Amie: If in the general education environment the percent of students with IEP’s out number the students without IEP, does that make that environment a special education environment? Say in a co-teach setting. Is there a law that also states this?
