This is a testing/assessment coordinator question, or if one is currently unavailable, consult the testing manual published by the state education agency. In my state, paraprofessionals are allowed to administer the state assessment as long they are under the strict supervision of the certified teacher and if something should happen, the certified teacher is held responsible (e.g. loss of teaching license, etc.).
