Beth: I have an adult student who has an IEP but no longer wants an IEP. He has expressed interest in a 504 Plan. He has a Specific Learning Disability. Is he eligible for a 504 Plan with a SLD?

Yes he could be. However, some attorneys & schools are taking the position that if a parent or student remove consent for special ed services, that they do not have to serve them through 504. This interpretation has only arisen in the last few years.
