Progress: WHICH DISTRICT IS RESPONSIBLE FOR LACK OF PROGRESS?

Dianna:  I live in California and the School District is paying for my child to attend a NPS (non-public school). My child is in 4th grade and has been attending a NPS for a year and a half now. Currently, she is functioning at a kindergarten/1st grade level in reading and math. My question is, who is accountable for the lack of progress the NPS or LAUSD?

  1. The school district is responsible for providing your child with a free, appropriate public education (FAPE). If the school district places a child in a private program and the child does not receive educational benefit in that program, the school district is responsible. They cannot leave a child in a failing program – public or private.
