Raborn: Does SPED private day placement have ability to withhold senior student’s official transcript for conduct violation that occurred during school year? (Student broke school van window, school requested money be paid to school for property destruction, but there was no police or court involvement, no court order requiring restitution/compensation be paid to school by student)
