Dorothy: Is every child with an IEP considered a “Special Education” Student?

  1. Every student with an IEP will have been found eligible for special education. Not all students with IEPs have cognitive impairments or learning disabilities, though. The special education component of a student’s school program does not always directly involve academics. As Sharon mentioned, students with OHI conditions may need something like physical or occupational therapy or social skills or organizational training as opposed to specialized intensive instruction in math or reading. (Although some need all of those!)

  2. The short answer is no. There are students on IEP’s that have Other Health Impairments (OHI) IEP due to things like asthma, ADD, ADHD, etc. This is listed in the law under Other Health Impairments.
