USDOE guidance of hte reading first program is a complete model designed to teach children to read by grade 3. According to that model it takes 90 minutes a day k-3 to effectively produce readers by grade 3. It requires frequent assessment, trained teachers, and using a research based program, ( and series of research based programs for children who need more) hat meets the child's needs so that the child can read fluently by grade 3.
