If it is a "targeted" Title I program, then it applies only to the program. Either way, there is nothing that says any child is entitled to a highly qualified paraprofessional or highly qualified teacher. The requirements have to do with what the school needs to report to parents and the general public about the quality of its teaching staff. However there may be a discrimination issue involved if the district has different requirements for special education aides than for aides that only work in general education. It all seemed clear! Now, however, an administrator at my local school district (Pasadena Unified, in CA), tells me that the new requirements affect only the aides in Title I programs (she gave as an example someone working with a reading program in a particular school), and wouldn't cover the "one-to-one aides" working with children in special ed classes.
