Linda:  We have discovered that our school district is receiving Title 1 funds in the millions but has not made the funds for tutoring or transportation to a non Program Improvement school available to the low income struggling students who are entitled to it or even told families about the mandated program at all. What can we do about this? Our family has filed a complaint with State of California Title 1, but California is currently being sued for not providing the oversite of special education compliance so we don’t have a lot of faith in the California compliance system already.

  1. I believe the type of complaint you’re thinking of would be filed with the school district first. After they respond, or after 60 days without a response, you would want to send your complaint to the state for review. I can see how title 1 could effect special education students, but the CDE’s sped dept deals with procedural violations.
