For state/county equivalents of freedom of information act requests, google is your friend. I live in NY, and we have FOIL.
I’m not sure about their internal communications.
Note that with FOIA, even if you’re legally entitled, they can ignore your request, they can redact the document until it’s meaningless. FOIA doesn’t have teeth. But it is definitely worth a try. You sometimes come up with some surprising plums.
Make sure you get ALL her records (that’s FERPA).
